Mr. P. unemployed. He used to be a public transport inspector, but then there was a reorganisation. He knew something about dogs and so he became a dog-tax collector. He is brusquely reminded of the fact that he is once again a public employee by his new boss. Mr. P. settles in, gets to know his new job and comes up against difficulties. From experience he works out an effective, new system. He barks and in this way weeds out all those hidden away dogs, ruthlessly collecting his dues. At the manager’s briefing, at which the others receive a strong reprimand for not doing their job properly, Mr. P. puts forward new ideas, the essence of which is that an alliance has to be formed with the dogs and not the people.
